fix: PromptInput 在 local-jsx 命令激活时跳过键盘处理

PromptInput 的 useInput 没有 isLocalJSXCommandActive 检查，
导致所有键盘事件被 PromptInput 消费，local-jsx 命令面板
（如 /pokemon-battle）无法接收输入。新增该检查。
